TEAM is the AKCF’s newest programme approved in November 2019. TEAM was initiated by ASEAN’s suggestion to strengthen ASEAN’s TVET system and adapt to the disruptive changes by the 4th Industrial Revolution (4IR). ASEAN expressed their interests to learn from Korea’s experience of rapid development and TVET’s contribution.

TEAM is composed of three components: 1) research on the labor market and TVET programme in ASEAN; 2) mobility programme for TVET teachers and practitioners; and 3) assessment of and capacity building for the national qualification framework (NQF) on TVET of Cambodia, Lao PDR, Myanmar, and Vietnam. Based on in-depth researches in each Member State, ASEAN will decide five priority sectors for TVET capacity building and provide learning opportunities to teachers and students through short-term training, internship, and faculty exchange. Also, strengthened NQFs will be linked to the ASEAN Qualification and Referencing Frameworks.

ASEAN will lead and facilitate the programme, and Korean organizations, including Korea Research Institute for Vocational Education and Training (KRIVET), Human Resources Development Service (HRD Korea), Korea Technology University, and Korean Chamber of Commerce and Industry (KCCI), will share their expertise with ASEAN experts. The results from TEAM will be an asset for elaborating ASEAN’s efforts to upgrade their TVET systems through the establishment of ASEAN TVET Council.
