Online Launching of ASEAN – ROK Technical Vocational Education and Training for ASEAN Mobility (TEAM)

Monday, 28 September 2020 - The Association of Southeast Asian Nations (ASEAN) Secretariat, the Mission of the Republic of Korea to ASEAN, and the Ministry of Employment and Labour of Korea officially launched the ASEAN-ROK Technical and Vocational Education and Training for ASEAN Mobility (TEAM) programme.

Attended by more than 140 representatives from ten AMS and Korea as well as other Dialogue Partners and International Organisation working with ASEAN, the online launching event served as an opportunity for every stakeholder working on TVET in the region to discuss how to handle the challenges against TVET from 4th Industrial Revolution (4IR) and COVID-19 and find synergy among different TVET initiatives in the region, as well as share the overall direction of the programme. Moreover, participation of the cross sectoral body from AMS,  including Senior Labour Officials Meeting (SLOM), Senior Officials Meeting on Education (SOM-ED), ASEAN Connectivity Coordination Committee (ACCC), ASEAN Qualifications Reference Framework (AQRF) Committee, at the online event shows the comprehensiveness of the TEAM programme.

With the support of USD 7 million from Korea through ASEAN – Korea Cooperation Fund (AKCF), TEAM Programme aims to strengthen technical and vocational education and training (TVET) system of ASEAN and empower ASEAN to adapt to the disruptive changes by the 4IR. The TEAM programme tackles three aspects of TVET system in the region. Its first component will establish the labour market information system (LMIS) for ASEAN, which will provide information on the latest labour trends in the region, including the demand for and supply of TVET programmes. The second component will provide learning opportunities (internship, faculty exchange, and skill training in ASEAN countries and Korea) for TVET practitioners and teachers in priority areas selected through consultations with AMS based on the information from the LMIS. The third component will upgrade the TVET national qualification frameworks (NQF) of Cambodia, Lao PDR, Myanmar, and Vietnam (CLMV countries).

The programme will be implemented by four institutes from Korea, including Korea Research Institute for Vocational Education (KRIVET), Korea University of Technology Education (KOREATECH), Korea Chamber of Commerce and Industry (KCCI), and Human Resources Development Service of Korea (HRD Korea).
